Meta Lead Ads requirements
Meta's lead ads and instant forms will not publish until you add a privacy policy URL, which is why the form editor shows “Privacy policy URL is required.” The link must load a public page that explains what you collect through the form and how people can contact you. A hosted URL satisfies the field now and keeps working while you edit the policy behind it.
