How to add a Privacy policy URL in Partner Center for the Microsoft Store

By Paul Cranmer, Founder · Last verified October 2026 · Microsoft Partner Center · App submission → Properties

Microsoft's submission checklist is explicit: on the Properties page of an app submission, Privacy policy URL is required if your app collects or transmits personal information. Most apps do once they have sign-in, analytics, crash reporting or any network call that carries an identifier, so the field is effectively required for anything beyond a calculator. This page shows where the field sits among the submission pages, what to paste, and how the same URL serves MSIX, MSI and EXE submissions.

Who this is for

  • Developers whose Partner Center submission shows Properties as incomplete
  • Teams publishing a Windows app with sign-in, analytics or telemetry
  • Anyone porting an app that already has a policy for other stores

Not for

  • Xbox-only requirements such as support contact info
  • Microsoft 365 or Teams app manifests (see the Teams how-to)

What the platform requires

  • Properties page of the submission: Privacy policy URL is required if your app collects or transmits personal information.
  • The URL must open a public page that describes what the app collects and how it is used; Microsoft's own metadata guidance lists a privacy policy URL among required metadata, especially if the app collects personal data.
  • Partner Center validates inputs and flags missing items before Submit for certification is enabled.
  • The same Properties page carries Category, Website and Support contact info.

Get a live URL first

A desktop app is a Desktop App in the wizard. Name it, tick the services it talks to (crash reporting, analytics, sign-in), and paste the live HTTPS URL into Properties. If you also ship on iOS or Android, the same page can cover all of them.

Get the privacy policy URL for your Windows app

Step-by-step: paste your privacy policy URL

  1. Open the submission. Partner Center → Apps and games → the app → the draft submission. The checklist shows Pricing and availability, Properties, Age ratings, Packages, Store listings, Submission options.
  2. Go to Properties. Properties holds Category, Subcategory, Privacy policy URL, Website, Support contact info and the declarations.
  3. Paste the Privacy policy URL. Paste the live HTTPS page and save. If your app truly collects and transmits nothing, the field is optional, but a telemetry SDK or a sign-in makes it required.
  4. Complete the other pages and submit. Finish Packages and Store listings, then Submit for certification on the application overview. Partner Center flags any missing required field first.

Field labels to look for

Properties page
Category (required), Privacy policy URL (required if personal information is collected or transmitted), Website, Support contact info.
Submit for certification
Only enabled once every required field across the pages is filled.

Common reasons the form fails

  • Assuming a free utility collects nothing while it ships a crash reporter
  • A privacy page on a staging host that later disappears
  • Pasting the company homepage
